SQL Administration API function "create dbspace" can cause engine to crash because of the APAR IC84878: ENGINE CRASHED WITH "BF_ONWTLIST: ALREADY BUFFER OWNER" DURING DATABASE CREATION IN NEWLY ADDED DBSPACE BY TASK().

Behavior is changed to avoid this bug.
